A term sometimes used by the U.S. Department of State to characterize states whose interstate actions do not respect the basic principles of international law. Noam Chomsky in a recent interview for Truthout agrees and draws his inevitable conclusions by going so far as to say that Soleimani's murder is not an act of war but a terrorist act.
